Latex is the oldest and simplest of the three. It is natural rubber, harvested as sap from the Hevea tree, mixed with pigments and curing agents and formed into a thin elastic wall. Because it is a natural material with a porous structure, helium gradually passes through it, and the same structure is what allows it to break down over time.
Foil balloons are not actually foil. They are made from a nylon film carrying a thin metallised polyethylene coating, printed, cut to shape and heat-sealed around the edges, with a self-sealing valve fitted at the neck. The film barely lets gas through, which is why these balloons stay inflated for days, but it is a plastic composite rather than a natural product.
Bubble balloons use a different plastic again, a stretchy transparent film that inflates into a clear sphere without losing clarity. Around all of these sit the accessories: curling ribbon, plastic clips, weights, garland tape, and HiFloat, a water-soluble polymer gel used to line the inside of latex balloons and slow the escape of helium.
