The most common reason is simply the material doing what it does. Latex is porous at a molecular level, so helium works its way out continuously and a plain latex balloon comes down within hours. That is normal behaviour, not a fault, and HiFloat is the standard way to slow it down.
Temperature is the second suspect, and it is often mistaken for a leak. Cold contracts the gas, so a balloon under an air conditioning vent shrinks and loses lift, then rises again once it warms. A balloon brought from a cool car into a warm room does the opposite and expands. If a balloon sagged suddenly in a cold room, give it time before concluding anything.
The rest are mechanical. A knot that was not pulled tight, or a foil valve that did not seal fully, lets helium out steadily. A tiny puncture from a pin, a rough ceiling or a hot spotlight does the same. And weight matters more than people expect: a heavy card, a thick ribbon or a decorative tag can be more than a small balloon can lift, so it hovers halfway or sits on the floor while still holding plenty of gas.
